Research on the text of China's hospice care policy based on the perspective of policy tool classification

Abstract：Objective To explore the usage of policy tools of hospice care,and to provide references for the optimization and imple-mentation of hospice care policies in China.Methods A total of 95 policy texts of hospice care from 2005 to 2023 issued in China was select-ed.A two-dimensional framework that from the perspective of policy tools(X dimension)and policy development stages(Y dimension)was established.The policy texts were analyzed by used content analysis,and frequency and percentage were used to describe the quantity of policy tools of hospice care.Results A total of 237 codes was extracted.In the X dimension,environment-oriented,supply-oriented,demand-orien-ted policy tools accounted for 43.46%,40.93%and 15.61%,respectively.In the Y dimension,the policy tools in the building period,explora-tion and construction period,sustainable development period accounted for 2.11%,25.32%and 72.57%,respectively.Conclusion The main policy tools of hospice care are environment-oriented and supply-oriented policy tools,while demand-oriented policy tools use less.It suggests that increase the application of demand-oriented policy tools,improve the implementation of hospice care policies in medical and health insti-tutions,explore the multidisciplinary collaborative hospice care model,strengthen the information construction of hospice care,so as to promote the implementation of hospice care policies.
