The long-term care service classification system in Germany and Japan and its enlightenment

Abstract:By analyzing the experience of establishing a long-term care service classification system in Germany and Japan,combine with the practice of pilot areas in China,and to provide reference for the long-term care classification system in China.The differences in the range of beneficiaries of care services between Germany and Japan are analyzed from three aspects of care targets,grading criteria,classification care standards and service models.The level of care in Japan is based on care time while Germany is based on the degree of individual self-care barriers,and provides multi-level care services.Compared to the two countries,most of the pilot areas in China do not set up their own nursing service classification.In addition,there is still fragmentation in the form of long-term care classification services.In order to cope with the development dilemma of long-term care service classification system in China,improvement should be made from the coverage,the standard construction of nursing needs,and the establishment of multi-level and orderly care classification service in future.
