Research on the Rural Ecological Environment Governance Mechanisms from a Perspective of the"Joint Creation"Idea

Abstract：Rural ecological environment governance is a long-term,arduous,and complex task that involves issues such as"who to govern","what to govern",and"how to govern it".How to promote rural ecological environment governance from the mechanism level urgently needs to be solved.The joint creation of a beautiful ecological environment is a local ecological environment governance model which can promote multi-governance,through the government leadership,mass participation and the social forces widely mobilized to join in.It can promote the construction of a diversified and co governance model for rural ecological environment governance,mainly including ecological environment decision-making,co construction of eco-logical environment development,co management of ecological environment facilities,co evaluation of ecological environ-ment governance effects,and sharing of ecological environment development achievements.This article draws on the SCP the-ory of industrial economics to construct a theoretical framework of"governance structure governance behavior governance performance"for rural ecological environment governance from the perspective of co creation.It systematically analyzes the governance structure,behavior,and performance of rural ecological environment governance,and explores the mechanism of rural ecological environment governance.The following conclusions are drawn:the governance structure of rural ecological environment is mainly composed of administrative entities,market entities,social entities,and autonomous entities.Different governance entities have different governance behaviors when facing rural ecological environment governance.The joint cre-ation is a way to fully mobilize various governance entities based on the governance needs of different entities,and villagers should participate in the entire governance process as much as possible.Different governance entities have different focuses on governance goals,and together they avoid potential decision-making errors at the upper level.Through the participation of each governance entity,the entire governance activity can be scientifically and reasonably evaluated,consultation and feed-back can be obtained,and the structure and behavior of ecological environment governance can be adjusted,promoting the im-provement of rural ecological environment governance capacity.
