Application of Safety Management under EPC Mode in Jiyun River Estuary Pumping Station Project

Abstract:The engineering procurement construction(EPC)joint venture model has become the mainstream construction mode for large and medium-sized water conservancy projects in China.However,existing research still has gaps in refinement of safety management responsibilities and rights in joint ventures and design-construction safety synergy.Under the EPC joint venture model,safety management faces five typical problems:diluted safety responsibility,absence of source prevention and control,fragmentation of management and control systems,insufficient emergency support,and weak subcontracting control.Taking the Jiyun River Estuary Pumping Station Project in Tianjin as a case study for empirical research,this paper proposes a comprehensive safety management system addressing these issues,encompassing responsibility consolidation,deep integration of design and construction,rigid assessment mechanisms,unified emergency management,and full-chain subcontractor control.The project achieved zero safety incidents throughout the entire construction process involving deep foundation pits and electromechanical equipment installation,with a 100%closed-loop rectification rate for potential hazards and a 100%compliance rate for major risk engineering controls.The project was also selected as a pilot project for the"Six Mechanisms"of safety risk control in Tianjin.The research findings can provide replicable practical references for refined safety management in similar water conservancy EPC joint venture projects.
