Discussion on Issues Concerning Acceptance of Soil and Water Conservation Facilities in Pumped Storage Power Stations

Abstract：Taking the Hebei Fengning Pumped Storage Power Station as an example,this paper discussed the applicability and implementation path of the phased acceptance mode for soil and water conservation in pumped storage power station projects with long construction periods and batch commissioning.Aiming at the contradiction between the"three simultaneous"requirements in the Law of the People's Republic of China on Soil and Water Conservation and the batch commissioning of pumped storage power stations,as well as the inapplicability of phased acceptance in the Acceptance Specification for Soil and Water Conservation Engineering of Hydropower Project,this paper employed a combination of case analysis and policy review,focusing on the connection between actual project progress and the"three simultaneous"system for soil and water conservation.The results indicate that through reasonable division of phased acceptance scope and refinement of six-indicator calculation,the phased acceptance mode can effectively coordinate the temporal contradiction between project phased commissioning and soil and water conservation acceptance,achieving a benign control mechanism of"construction,restoration,and acceptance simultaneously".The phased acceptance of the Hebei Fengning Pumped Storage Power Station provides referable management ideas for soil and water conservation acceptance of similar projects,and simultaneously provides practical basis for promoting the improvement of relevant codes in terms of phased acceptance scope,standards,and procedures.
