Key Points for Flood Control Assessment in Reconstruction Project of Irrigation-Drainage Dual-Purpose Pumping Station

Abstract:Reconstruction projects of irrigation-drainage dual-purpose pumping stations usually involve dike-crossing construction,which will adversely affect dike safety and river flood discharge.To systematically identify key technical points for flood control assessment of such projects,this paper takes the Chaodong Pumping Station Renovation and Reconstruction Project on the left dike of Chaobai New River as an example.Under the 50-year flood control standard,the design water level is calculated using the steady non-uniform flow method,local scour depth under drainage and flood discharge conditions are computed using the Zhang Ruijin formula,and dike seepage and slope stability analyses are carried out.Meanwhile,the compliance of the project with relevant planning and risks including dike breaking during construction period,foundation pit excavation,and flood emergency rescue are assessed.The results indicate that no scour occurs in the approach channel under drainage conditions,while the scour depth on the floodplain under flood discharge conditions is 1.08 m,requiring rigid protection measures.Dike stability meets code requirements of relevant specifications.With the implementation of special construction schemes,deformation monitoring,and dewatering control measures,the impact of the project on dike and flood emergency rescue is controllable.This analysis case can provide technical references for flood control assessment of similar irrigation-drainage pumping station projects involving river construction.
