Property Ownership and Water Rights Reform of Rural Collective Reservoirs

Abstract:The issue of property ownership of rural collective reservoirs is related to the safety and efficiency of reservoir operation.Throughout the years,the property rights system of rural collective reservoirs has been plagued by issues such as the virtualization of property rights entities,unclear responsibilities and rights,and chaotic management.Water rights reform is the core of the current rural water conservancy reform,with the aim of establishing a modern water rights system.It will also force people to clarify ownership and responsibilities for rural collective reservoirs,activate reservoir resources,and improve water resource utilization efficiency and safety through clarifying property rights,activating values,strengthening management,optimizing allocation,and other means.There are still some challenges and difficulties in water rights reform in reality,which require coordinated planning and multi-party cooperation to better promote water rights reform and enable rural collective reservoirs to exert economic and social benefits.
