Elements Empowering New Quality Productive Forces in Water Conservancy

Abstract：The basic connotation and characteristics of new quality productive forces and the current research status of new quality productive forces in water conservancy were reviewed.It was analyzed that data elements meet the endogenous logic and development needs of new quality productive forces.Through deep integration with scientific and technological innovation in various industry sectors,data elements can promote the iterative upgrading of productive forces in nature,structure,and development mode towards high efficiency,greenness,and openness,realizing the transformation from"traditional"to"new quality."By constructing a three-dimensional analysis framework of"labor object-labor means-laborer,"the internal mechanism of data elements empowering the development of new quality productive forces in water conservancy and the manifestation of the multiplier effect of data elements in high-quality water conservancy development were discussed.Simultaneously,it was pointed out that new production relations adapted to digital productive forces in water conservancy have not yet been formed,and continued efforts in reform and innovation are needed in institutional,circulation,and standard systems.
