Temporary Transitional Resettlement during Land Acquisition and Immigration for Hydropower Project Construction

Abstract：In the process of land acquisition and resettlement for large and medium-sized hydropower projects,although temporary transitional resettlement is not advocated at the national level,it remains a prevalent phenomenon due to various practical reasons.It is crucial to develop a temporary transition plan that fairly and impartially defines the transition period and calculates costs,thereby addressing migrants′ concerns about inequality and insecurity.To address these practical issues,the causes of temporary transition were summarized and analyzed from the perspectives of general construction layout,land conservation,and lagging resettlement implementation progress.Based on these causes,the key factors for formulating the temporary transition plan were systematically expounded.Taking the Hanjiang BH(JH)Hydropower Station as a practical case,the temporary transition costs were calculated by fully considering factors such as transition scope,start and end times,standards,modes,and destinations.The temporary transitional resettlement problem was properly resolved,which provides a reference for the planning and design of similar projects.
