Role and Benefits of the Development of the Heishanxia Reach of the Yellow River

Abstract：The Heishanxia reach is the only key section in the upper Yellow River currently possessing conditions for constructing a high dam and large reservoir in a canyon.As a pivotal project in the Yellow River water-sediment regulation system,the Heishanxia Water Conservancy Project undertakes multiple tasks,including coordinating water-sediment relationships,ice/flood prevention,water supply,and power generation,while also aiming to improve the basin′s ecological environment.Combining qualitative analysis and quantitative calculation,the role and benefits of the project post-completion were evaluated in the following aspects:①coordinating the Yellow River water-sediment relationship;②ensuring ice and flood safety in the Ningxia-Inner Mongolia reach;③optimizing water resource allocation;④rationally developing hydropower resources;and ⑤supporting ecological protection and high-quality development in the basin.Results indicated that during operation,the project could achieve average annual benefits of 3.705 billion yuan from water-sediment regulation,669 million yuan from ice prevention,124 million yuan from flood control,425 million yuan from water supply,and 2.854 billion yuan from power generation,alongside significant social and environmental gains.
