Practice of Water Statistics and Construction Path of Smart System in Xiqing District

Abstract：Addressing the shortcomings of water statistics in Xiqing District during the"14th Five-Year Plan"period—such as insufficient indicator adaptability,fragmented technology integration,and inadequate collaborative governance efficiency—a construction path for a"Three-Dimension and Four-Domain"smart water statistics system is proposed.By reviewing practical experience in water consumption accounting in Xiqing District from 2023 to 2024 and combining it with new requirements for water security in the"15th Five-Year Plan,"a full-chain system covering top-level design,technology implementation,and mechanism guarantees is constructed across four domains:basic data governance,technology empowerment and upgrading,dynamic indicator adaptation,and closed-loop supervision management.Results indicate that this system can improve statistical data accuracy to over 98%and shorten decision-making response time by 30%,providing a practical model for the modernization of water statistics in northern plain areas.
