Practice and Reflection the"Clearing Four Messes"Work for Rivers and Lakes in Binzhou City

Abstract：The normalization and standardization of"Clearing Four Messes"(illegal occupation,construction,reclamation,and activities)in rivers and lakes is an important measure to implement the River Chief and Lake Chief System.Based on the current status of river and lake management in Binzhou City and combined with the experience of implementing the River Chief and Lake Chief System in recent years,and the four aspects:organizational support,joint law enforcement,concentrated rectification,and digital empowerment for"Clearing Four Messes",the main measures and achievements were summarized the difficulties and priorities were analyzed,and the rational countermeasures and suggestions were proposed.This study explores new ideas and approaches for"Clearing Four Messes,"providing valuable references for addressing river and lake issues and strengthening their management and protection.
