River and Lake Protection and Management of the Panjiakou Reservoir

Abstract：The Panjiakou Reservoir Protection and Management Bureau of the Haihe River Water Conservancy Commission of the Ministry of Water Resources has utilized the River Chief and Lake Chief System to reinforce local responsibilities.By collaborating with local procuratorial organs through water administrative law enforcement,the bureau has strengthened the protection of rivers and lakes in the Panjiakou Reservoir.Working together with Qianxi County and Caofeidian District of Tangshan City,the Yindian Bureau has coordinated efforts to legally manage river and lake spaces,successfully removing historically significant and highly challenging illegal structures around the"Underwater Great Wall."This case exemplifies the spirit of the Ministry of Water Resources' initiative to advance the normalization and standardization of the"Clearing Four Messes"campaign for rivers,lakes,and reservoirs,adopting a"zero-tolerance"approach to thoroughly investigate and address violations.It serves as a model practice with significant reference value for the Haihe River Basin and even the entire national water conservancy system.
