Co-management and Co-governance of the Huangni River by Three Regions and Four Counties(Cities)in Yunnan and Guizhou Provinces

Abstract：Taking the Huangni River as the research object and utilizing the River Chief System platform,a coordination mechanism for river management was established.This mechanism included joint assessment,supervision and inspection by disciplinary inspection and supervision organs,mutual notifications of issues,reciprocal appointments of deputy river chiefs,and the addition of water quality monitoring at river sections.It had broken the deadlock in the protection of the Huangni River,where regions previously acted independently,hesitated to take action,neglected upstream protection,failed tributaries management,and substandard downstream water quality.The initiative had achieved coordinated progress in upstream and downstream,main stream and tributary,and left and right bank governance,and formed a water management pattern featuring cross-regional and multi-departmental overall coordination,joint prevention and control,co-management and co-governance,and concerted efforts.As a result,the condition of the Huangni River has significantly improved,providing a reference for addressing prominent ecological and environmental issues in transboundary rivers.
