Abstract：The principle of"determining urban development,land use,population,and industrial output based on water resources"serves as the starting point and ultimate goal for establishing and implementing a rigid water resource constraint system.The"Four Waters and Four Determinations"principle and the rigid water resource constraint system are intrinsically linked,representing two sides of the same concept.To better strengthen and implement the rigid water resource constraint system,taking the distillation of experience and practical guidance as its anchor,an evaluation index system for the"Four Waters and Four Determinations"practice was proposed across five key aspects,along with forward-looking discussions.Furthermore,by integrating the analysis results of existing regional divisions,implementation zones for the"Four Waters and Four Determinations"principle were delineated on a national spatial scale,proposed key points and considerations in practice.This effort aims to provide technical references for relevant stakeholders to advance research and management practices related to the"Four Waters and Four Determinations"principle and to promote the effective implementation of the rigid water resource constraint system.
