Thoughts and Recommendations on High-Quality Development of Soil and Water Conservation in the Haihe River Basin

Abstract：Soil and water conservation constitutes the foundational approach for river protection and watershed governance,as well as an imperative for advancing ecological civilization.The evolving demands and challenges of promoting high-quality soil and water conservation in the Haihe River Basin under new developmental contexts were systematically examined in this study.Grounded in an analysis of persistent gaps in basin-wide management and control mechanisms,the integrated measures were proposed from the aspects of preventive protection,systemic restoration,regulatory frameworks,and institutional capacity building.It is expected to provide reference for promoting the high-quality development of water and soil conservation and enhancing the ability of water security.
