Investment Control Problems and Countermeasures of Large Water Conservancy Projects

Abstract：The Haihe tide gate reinforcement project is one of the 150 major water conservancy projects in China.Focusing on the bidding and construction stages,the impacts of large-scale water conservancy projects on investment due to design,construction period,construction site,new construction requirements,new projects and external reasons were summarized.And the key investment control points in the specific work process were introduced,including bidding management,investment plan management,contract and settlement management,design change management,and basic reserve fund management,etc.And through the practice of this project,suggestions and reflections were put forward from the perspective of investment control on the establishment and functional performance of project legal persons,investment control in the early stage of work,and innovative investment control methods,providing reference for the construction of similar projects.
