Study on International Comparison of City’s Rainfall & Flood Resources’Utilization

Abstract：Rainfall and flood are both resources and disasters. The utilization module and the tendency are analyzed for Germany,England,Japan and America,and the situation and problems for China are discussed on the utilization of rain-fall and flood in urban,and the suggestion about research,law,financing and education is brought out.
