Research on distribution path of flood disaster emergency materials based on demand urgency

Abstract:In the case of floods,the implementation of scientific and reasonable planning for the distribution of emergency supplies can significantly improve the efficiency of rescue operations and effectively control the ex-pansion of disaster losses.The purpose of this paper is to explore the optimization of emergency material distri-bution path based on the demand urgency factor in the context of flood disaster.Firstly,an evaluation index system for demand urgency at disaster sites is proposed,guided by criteria of environment,population,and pre-vention measures.Weights are determined using a combination of subjective and objective methods,followed by the TOPSIS method to ascertain the urgency levels.Secondly,this paper integrates demand urgency into the emergency logistics route optimization model,aiming to prioritize disaster site needs while constructing a bi-ob-jective model that minimizes both transportation and penalty costs.An improved genetic-particle swarm opti-miztion hybrid algorithm is employed for solution.Lastly,taking 10 administrative areas in Langfang City as ex-amples,a comparison is made between the solution results obtained from the improved algorithm and the origi-nal algorithm.The results indicate that the improved algorithm exhibits excellent performance in terms of solu-tion accuracy,while also significantly enhancing convergence speed.It can rapidly identify the optimal solu-tion,thereby improving the efficiency of emergency logistics and aiding efficient rescue operations by post-dis-aster emergency management departments.
