Think ing About an International Rule of Work Safety

Abstract：In area of work safety , one theory is that high yield of coal production creates the high death toll during industrialization shifting into the ‘acceleration ’ phase according to international rule.This kind of rule is providing useful leverage and positive values for work safety in China.But in practice , this rule will be re-written to say“high yield of coal production corresponds to low death toll” provided that the government should bring into play the initiative and establish the scientific view of health -oriented and life-oriented , construc-ting operable and strict coal mine work safety system , meanwhile relying on enterprise internal management system and external regulatory systems effectively implement.
