Abstract：In order to simultaneously solve the project scheduling problem and multi-skill staff assignment and reach a balanced resource allocation in software development projects , a mixed integer programming model with multi-skill human resource levelling scheduling is established .A software development project instance is calculated by Lingo 11 with improved branch and bound method .After the optimization , vari-ances of both resource intensity and staff workload have a significant reduction .This optimization result confirms that the new model can significantly improve the equilibrium level of demand for employees and staff workload distribution in project lifecycle .
