Abstract：Key strategy is set up for solving key problems.In decision-making process,it has the effect of “touching one small part and affecting the whole”.How to generate key strategy is the key problem in scientific decision-making,and its formalization study is significant for better decision-making operation.Based on extension methods,this paper presents the formal conceptions of key problems and key strategy,studies the properties of key strategy,and proposes the basic steps to make key strategy.
