Construction status,effectiveness and optimization strategies of the rehabilitation service system for individuals with disabilities in Jiangxi province(2016-2023)

Abstract：Objective As an important province in central China with a relatively large population of individuals with disabili-ties and prominent rehabilitation needs,Jiangxi province requires an assessment of its rehabilitation service provision.This study aimed to evaluate the implementation effects of rehabilitation services for individuals with disabilities in Jiangxi prov-ince from 2016 to 2023 and to propose corresponding optimization strategies for improving the rehabilitation service system and enhancing the quality of life of this population.Methods We collected data from the Second National Sample Survey on Disability,the Jiangxi Provincial Statistical Bulletins on the Development of Disability Undertakings for 2016-2023,and other official statistics.Descriptive statistics and time-series analysis were employed to assess the construction of Jiangxi province's rehabilitation service system,organizational system,and support system.Results Jiangxi province has achieved notable progress in promoting rehabilitation services for individuals with disabilities,but still faces several challenges.Defi-ciencies remain in the construction of the service,organizational and support systems.In terms of overall supply relative to the population of individuals with disabilities,there are substantial gaps in the availability of rehabilitation institutions,care-and-support institutions,and classes/departments in special education schools.Indicators such as the proportion of individu-als receiving basic rehabilitation services,the proportion receiving institutional care services,employment rate,proportion receiving government insurance/support,proportion of professionals in rehabilitation institutions,and total enrollment in special education schools all show considerable room for improvement.Conclusion Although Jiangxi province has made progress in rehabilitation services for individuals with disabilities,problems remain,including low service coverage,shortage of professional personnel,mismatch between supply and demand for care-and-support services,and imperfect precision of services.Optimization should focus on strengthening policy and funding guarantees,expanding service coverage,accelera-ting talent cultivation,optimizing resource allocation,and promoting service precision,so as to increase service quality and support the sustainable development of the cause for this population.
