Theory Discussion on Scale Effect of Index in Evaluating Irrigation Water Utility
Abstract：The key issue was switched from evaluating the efficiency of irrigation construction to the comprehensive benefits including irrigation efficiency,irrigation water productivity and economic benefit and so on.Another key issue was how to deduce index value of great scale based on micro-scale index on evaluation of irrigation water utility.Discussing the scale effect among different scale levels was very important for calculating index value.The conclusion formed theory discussion on three typical indexes of irrigation efficiency,irrigation water productivity and irrigation economic benefit showed that the low efficiency on micro-scale irrigation utility did not mean the lower benefit on macro-scale irrigation utility because of the scale effect.
