Abstract：In the context of the new era,upholding the cultural guidance of the Communist Party of China(CPC)is grounded in a profound theoretical foundation and extensive historical practice.The strategic objective is to effectively fulfill the new cultural mission.The primary task is to safeguard cultural and ideological security,while the institutional framework focuses on reinforcing the CPC's comprehensive leadership over propaganda,ideological,and cultural affairs.The constituent elements and logical development of cultural leadership are reflected in the mastery of theoretical construction power to promote the production of socialist cultural content,the mastery of work management power to form the necessary basis for leading cultural affairs,the mastery of value leadership power to improve the transmission mechanism of socialist culture,and the mastery of discourse leadership power to achieve flexible indoctrination of socialist culture.The CPC has constantly strengthened its cultural leadership in adhering to the supremacy of the people and consolidating the class foundation,adhering to self-confidence and self-reliance to improve the top-level design,adhering to the integrity and innovation to response to the requirements of the times,highlighting the problem orientation and unblocking the key blockages,using the system theory to facilitate the comprehensive reconstruction,embracing the world and contributing Chinese wisdom to the world.
