Path exploration of new quality productive forces empowering county-level economy with localized development

Abstract：Under the strategic background of comprehensively advancing Chinese modernization,how to develop new-quality productive forces in a location-specific manner to empower high-quality county-level economic development is an important issue that urgently needs to be explored.Based on an in-depth investigation of the low-altitude economy industrial park in county G of Jiangxi province,it is found that the high-quality development of county-level economies is realized through a composite driving mechanism of three-dimensional synergy among policy potential difference drive,factor endowment reconstruction,and innovation ecosystem network.This process relies on the improvement of institutional supply matching degree,dynamic optimization of resource arrangement,and systematic advancement of ecological cultivation,ultimately achieving industrial form leapfrogging,economic quality improvement,and enhanced development resilience.The study finds that high-quality county-level economic development requires the construction of a synergistic mechanism for policy decoding,factor activation,and ecological cultivation.By providing location-specific institutional supply to accurately match the industrial needs of county-level economies,optimizing the arrangement of internal and external resources,realizing the value leap of industrial factors,and promoting the diffusion and application of technology through innovation networks,this approach provides practical enlightenment for less developed regions to break through resource constraints and cultivate new drivers of development.
