Research on the legal guarantee of empowering mainstream ideological discourse power by generative artificial intelligence

Abstract：Generative artificial intelligence,as a pivotal force in empowering the construction of mainstream ideological discourse,can continuously promote the intelligent production,diversified presentation,and precise dissemination of mainstream ideological discourse with its powerful generation capability.However,with the widespread application of artificial intelligence,it may introduce new risks and challenges in discourse production,dissemination,guidance,and recognition.For instance,intelligent discourse may dilute discourse effectiveness,the digital divide may undermine discourse influence,the absence of gatekeeping mechanisms may affect discourse dominance,and over-reliance on technology may deconstruct discourse authority.To address the challenge posed by generative artificial intelligence to mainstream ideological discourse,it is imperative to establish a legal safeguard system from the following aspects:enhancing the synergy between legal governance and technological ethics through data legislation;leveraging technological legislation to facilitate the dissemination of mainstream ideological discourse;regulating the order of discourse dissemination through administrative legislation;and promoting the recognition of mainstream ideological discourse through legislation on technological and social science popularization.
