Abstract:The Communist Party of China's(CPC)intra-party inspection system took root during the party's founding and the Great Revolution and was institutionalized during the Agrarian Revolutionary War.Guided by the CPC central committee, the Guangdong provincial committee pioneered regional innovation in 1928 by promulgating the"Work Outline for Inspectors"and the"Work Regulations for Inspectors",which provided valuable experience for the subsequent"Inspection Regulations"formulated and implemented by CPC central committee.Between February 1928 and November 1929,Huang Su,as a provincial inspector, conducted three tours of Guangdong's Beijiang region. His missions included implementing party policies, rebuilding local organizations, mobilizing worker-peasant movements, mediating internal disputes, and deepening grassroots connections. These activities not only defined Huang Su's revolutionary trajectory but also exemplified the localized practice of the CPC's early inspection system in Guangdong.
