Abstract：Engels had formed complete thought of science and technology which reflected in the article of Outlines of a Critique of Political Economy. Engels emphasized that science and technology were strong power to promote social development. So, science and technology has positive value in historical perspective. In capitalist society, science and technology became important causes that workers were enslaved. So, it was depended on social changing to play a correct role for science and technology. Capitalist system was the root cause of ecology damage. Engels revealed the macro laws, which supplied the new angle to correctly understand the historical role of science and technology.
