A Survey on the Paid Home-teaching at Elementary Education and Its Implications---Evidence from Hangzhou

Abstract：Taking Hangzhou as an example, this paper investigates the distribution and status and characteristics of paid home-teaching in the elementary education stage, in the way of large random sample questionnaire sur vey and interviews. In elementary education stage paid home-teaching have a large scale, strong concealment, diversity in form, and exits objective demand. Increasing revenue and meeting some students’ need is the main motivation of teachers for paid home-teaching. The main reasons that students accept paid home-teaching are the interest of students and the wishes of their parents. Imbalance distribution in high quality education re sources is the root cause of this phenomenon, and extracurricular training organizations provide the main insti tutional guarantee.
