Abstract：The elements of objective aspect of the administrative crime contain behavior, object, result, time-space, measures and so on. Amount and Cause-and-effect relationship are not included. Behavior of only is the necessary element, and the behavior of holding belongs to administrative crime’s peculiar behavior, which is one of active behavior. The element of result is comprehensive and multifarious.
