The Path Dependence and Innovation of Local Government Strengthening the Executive Ability

Abstract：Chinese government has been formed the path dependence in strengthening government executive ability, this includes: leader-drive model, event-drive model, storm-drive model, and the image project-drive model. The path dependence weakens the government executive ability. So, it is necessary to seek the “lock-out” and reengineer the path . The key of “lock-out” is to promote the main subject’s action to deviate the present path consciously.
