Thinking on the Innovation and Entrepreneurship Policies and Environment for Foshan’s Overseas Returned Talents

Abstract：Building innovative Foshan cannot succeed without innovative talents. There is no doubt that the overseas returned talents who possess advanced technologies and international high-end resources are the most valuable human resources. However, there still exist identity, financing and other problems for the overseas returned talents to innovate and start businesses in Foshan. The problem of relevant supporting “soft environment” is even more prominent. Therefore, Foshan’s government should further formulate new regulations and policies to support and facilitate the innovation and entrepreneurship of overseas returned talents, improve and optimize the relevant soft environment so as to promote the aggregation of overseas returned talents and industries and establish the talent plateau.
