On the Difficulties and Countermeasures in Preventing Family Violence on Children in China

Abstract：Family violence on children has its particularity whether in characteristics or in manifestation. Currently, the difficulties in prevention lie in three aspects as: strong traditional family education concept, difficult case registration and prosecution and hard disqualifying the guardians. The shortcomings are reflected in: unclear definition of family violence on children, lack of perfect supervision system and a separate dedicated juvenile official mechanism together with intervention of public power, and weaker responsibility investigation for the perpetrators. This paper suggests providing a clear definition of the family violence on children by law, improving the supervision system, clarifying the final responsibility of guardianship, changing the traditional concept of family education, establishing the mandatory report system, increasing the invention of public power, and strengthening the duty of public authority and responsibility investigation for the perpetrators.
