Citizens'Participation in Governments'Environmental Decision-making:Theoretical Logic & Practical Development

Abstract:As ecological environment deteriorates and group incidents correspondingly increase ,the exist-ing environmental decision-making mode has been challenged by citizen's participation .However ,citizen's participation in decision-making faces challenging at the primary stage :(a) .citizens cannot timely ac-quire the related reformation ;(b) .the channel for citizens'participation is not accessible ;(c) .no good organization for citizens'participation ;(d) .poor motivation and ability for citizens'participation .Conse-quently ,to help citizens orderly participate in governments'environmental decision-making accelerates decision-making more scientific ,democratic ,efficient and even more legitimate .More efforts need to be made as follows :(a) .to strengthen the disclosure of related information ;(b) .to establish a consulta-tive and cooperative mechanism between governments and citizens so as to make such participation legal-ized and institutionalized ;(c) .to foster citizens'participation motivation and capacity ;(d) .to develop social intermediary organizations .
