Discussion on the Construction of the Appraisal System for Leadership Skills of Scientific Research Section in Higher Education Sector

Abstract：Currently ,not enough research has been done for the leadership skills of scientific research sec-tion in higher education sector at home and abroad .As the leadership in higher education sector existing as many as six shortages ,it is necessary to construct the appraisal system for leadership skills of scien-tific research .From the viewpoint of the advantage and disadvantage in the five appraisal subjects ,this paper suggests the five principles and nine standards as the index of appraisal system construction .
