On the Right to Public Participation in Administrative Decision-Making and Its Implementation
Abstract：The Right to public participation is a fundamental right of the citizen. To confirm and guaran- tee the realization of public participation in administrative decision making, we can seek for sufficient theoretical support from the theory of sovereignty of the people, the theory of consultative democracy and the theory of "governance". At the meantime, pushing the legalization of public participation, revi- sing the compatible activating mechanism, follow-up of listening mechanism also secure the realization of the right to public participation.
