On the Theoretical Basis and Realistic Motives of Local Government Decentralization
Abstract：Currently, a lot of Chinese local governments are driving the initiatives to empower the lower level of governments with more power and delegating more management activities, which are deeply rooted in administrative theories and have realistic motives. Namely, the theories are mainly empower- ment theory, local governance theory, system transformation theory and government reengineering theory while the realistic motives are the increasing of local population and economic scale, the need of the economic development.
