The Operation Conditions and Mechanism of China's Rural Collective Management System
Abstract:Most Contemporary Chinese villages in the overall market environment are implementing private ownership of land and capital.However,there are still a few villages practicing rural collective management system.By constructing a political economic model,this article found that under certain conditions,a few Chinese villages implementing collective management system could also have good economic performance.Therefore,the rural collective management system might succeed in the market competition.On the other hand,the rural collective management system exists two problems regarding distribution: the first is that the requirement of equitable distribution may inhibit the effective functioning of village leader's ability as a kind of production factor;the second is that the commitment problem of village leader,because leader may use the power to encroach on collective assets.The tradeoff of the two problems determines the relationship between the efficiency and distribution of collective management system,and the stability and evolution of the collective management system.
