Strategic Transformation of China＇s Local Government：from Running Enterprise to Running Territory——Case Study on Xiaoshan Local Government＇s Strategy
Abstract：Between 1992 and 2000,in order to deal with central government＇s market-oriented reform,local government launched strategic transformation by running business of a whole territory to replace running original household business;comparatively,the way of controlling regional economy also transferred from ＂holding the rights of running enterprise＂ to ＂holding the rights of land development＂.This strategic transformation means that in the progress of china＇s transition towards market economy,the developing direction of local government does not only follow the way of public service government,but switch to wholly control and operate regional economy through controlling the land elements.
