Practice and Comparative Analysis of Rural Homestead System Reform Pilot Counties in Fujian Province

Abstract：As a scarce resource,the rural homesteads coexist with idleness and shortage.Through the practical investigation of Jinjiang City,Jian'ou City and Shaxian District,which were the pilot counties of the national rural homestead system reform in Fujian Province,the effective realization of the"separation of three rights"was explored emphatically in this paper,including the common and reasonable distribution of ownership and qualification rights among the members of collective economic organizations,and the institutional innovation of the transference of use right.In view of the problems existing in the current homestead system and the future development trend,the corresponding countermeasures and suggestions were put forward from the aspects of fairness and efficiency,management specification,orderly and accuracy,platform construction and usage innovation.
