Abstract：Local seismological work began developing after the Xingtai earthquake in 1966 and has now become a large professional seismological workforce, with undeniable historical achievements. During periods of high seismic activity, the rapid development of this team was stimulated by frequent strong earthquakes. Therefore, by the late 1970s and early 1980s, when seismic activity entered a quieter period, it became necessary to reform this rapidly expanding team. However, this task was not easy, with the scale and attitude being key factors. The first reform was that the National Seismological Bureau clarified the respective responsibilities of the national team and local teams. Locally, seismological institutions belong to local management but accept business guidance from the seismological bureau. Second, redundant local seismological institutions were compressed, and on simple instrument monitoring points, the 'three earth methods' were rectified and cleaned up based on scientific arguments. At the same time, local seismological monitoring with professional standards was strengthened and improved.
