Abstract：In recent years,global demand for batteries has surged,particularly in sectors such as electric vehicles,photovoltaics,and energy storage systems.To address sustainability challenges in the battery industry,the EU New Battery Regulation(EU)2023/1542 was introduced to promote innovation in battery technology and environmental measures.This paper first reviews the development of the EU early battery directives,analyzing their effectiveness and shortcomings in limiting the content(mass fraction)of harmful substances in batteries and improving recycling rates.It then provides a detailed overview of the legislative process for the new battery regulation,including the release of drafts,public consultations,trilateral talks,and the final approval timeline.The new regulation not only covers the management of the entire battery life cycle but also outlines specific requirements for carbon footprints,battery recycling,digital product passports,and due diligence.These measures aim to enhance the sustainability of the battery industry,reduce environmental impact,and improve the competitiveness of local EU companies in the battery market.Finally,the paper discusses the implementation status of the new battery regulation and its secondary legislation,including the effective date of the regulation,phased implementation plans,and the oversight responsibilities of the European Commission.Through these analyses,this paper concludes that the new battery regulation provides a clear legal framework and guidance for the future development of the EU battery industry,supporting the achievement of the climate goals and economic transformation.
