Congestion pricing and welfare effects of separating passenger and freight traffic in an urban bottleneck

Abstract:The heterogeneity of freight and passenger user affects their choice of departure times,and therefore relates to the congestion profile of capacity restrained urban road.We take into ac-count the heterogeneity of freight and passenger users in terms of marginal utility of time,identi-fy the properties of their congesting queuing under the whole road and the pay-lane tolling policy,and examine the efficiency of different pay-lane policies relative to the social optimal tolling.The results suggest that tolling the users with higher marginal utility increasing rates and equally re-turning the revenue to all the users can be a Pareto improvement.The efficiency of pay-lane,relative to the first-best whole road pricing,is found to be decreasing with the increase of user heterogeneity.A subsidy to the pay-lane users can increase the usage of pay-lane and increase users'indirect utility,but achieves lower efficiency than the pay-lane scheme without subsidy.
