Abstract:The problems of the static traffic assignment in the congested road network are studied in this paper.Firstly, the characteristics of the traffic flow at congested road are analyzed and the impedance function of the congested road is established.Secondly,a non-equilibrium traffic as-signment method is proposed to achieve incremental assignment, and the concept of"alleviation rate"is introduced to describe the results of traffic assignment under traffic congestion. Finally,a numerical example is constructed to compare the characteristics of problems in non-congested and congested traffic assignment, then the misunderstanding in engineering application is pointed out.The results show that the incremental assignment method in the congested road network can ef-fectively explain the detour behavior caused by traffic block. In the congested road network, the paths with relatively shorter actual distance will enter the highly congested state easier, which bear a relatively smaller volume of traffic flow. However, the paths with relatively longer distance will bear a greater volume of traffic flow.
