Research on Multi-stakeholder Collaborative Governance for Elevator Retrofitting in Old Residential Districts of Anyang City in the Urban Stock Renewal Era

Abstract:Taking Anyang City,Henan Province as an example,this study focuses on the livelihood project of elevator retrofitting in old residential districts of third-and fourth-tier cities in the urban stock renewal era.The paper systematically combs through the stock scale of non-elevator housing in old residential districts of Anyang City,analyzes case experiences of completed projects and the current policy system,and draws on successful practices of similar domestic cities to deeply explore the core contradictions faced in the current elevator retrofitting work,including cost sharing,interest coordination,technical approval,and long-term operation and maintenance.Based on the multi-stakeholder collaborative governance theory,the study proposes a four-in-one solution framework of"government guidance,market operation,community coordination,and resident co-governance",and designs differentiated technical paths and implementation strategies for different types of residential districts.Ultimately,it aims to construct a practical,sustainable and promotable governance model for elevator retrofitting in Anyang City,alleviate the"difficulty in going up and down stairs"in an aging society,and provide referable policy references and practical experiences for similar cities across the country.
