Construction and Measurement of an Index System for Inclusive Human Capital Investment in Henan Province

Abstract:Inclusive human capital investment compensates for the inadequacy of public human capital investment,enhances the human capital of all social members,and injects sustained momentum into economic development.This study constructs a comprehensive evaluation index system for inclusive human capital investment,comprising 3 primary indicators,11 secondary indicators,and 41 tertiary indicators.Based on panel data of 18 prefecture-level cities in Henan from 2014 to 2022,it uses the entropy-weighted TOPSIS method and Theil index to analyze the development level and regional differences of inclusive human capital investment.Findings show:(1)During the sample period,Henan and its four major economic zones saw steady growth,though the overall level remains low,with faster growth in Northern Henan and the Central Plains Urban Agglomeration.(2)Regional differences are small overall,with intra-regional differences contributing most and expanding annually,while intra-regional differences in descending order are the Central Plains Urban Agglomeration,the Western and Southwest Henan,the Northern Henan,and the Huanghuai region.
