Research on the Interactive Influence of Ecological Protection and High-quality Development in the Yellow River Basin

Abstract：Clarifying the interactive relationship between ecological protection and high-quality development is the key to effectively implementing the national major strategy of ecological protection and high-quality development in the Yellow River Basin.Based on the data of 96 cities in the Yellow River Basin from 2006 to 2020,this paper establishes a comprehensive evaluation system for ecological protection and high-quality development and adopts accelerated genetic algorithm-projection tracing and spatial simultaneous equation model to explore the spillover effects of ecological protection and high-quality development in the Yellow River Basin.The study found that the high-quality development between cities is interdependent and there is top competition,but there is a negative spatial spillover effect of ecological protection between cities.There is a two-way promotion mechanism between ecological protection in the Yellow River basin and local high-quality development,and the promotion effect of ecological protection is stronger.There is a significant spatial spillover effect between ecological protection and high-quality development in the Yellow River Basin.Ecological protection plays a role in promoting the high-quality development of surrounding cities,but high-quality development is not conducive to the ecological protection of surrounding cities.The research conclusions provide the experience basis for the government to realize the coordinated development of ecological protection and high-quality development.
