The Dilemma and Way Out of Collaborative Legislation in Urban Agglomerations:A Case Study of the Central Plains Urban Agglomeration

Abstract:Regional collaborative legislation in urban agglomerations is an important force to promote high-quality regional development.From the perspective of practice,there are practical difficulties in the collaborative legislation of urban agglomerations,which are mainly reflected in the lack of legislative guidance,low efficiency of resource utilization,lack of effective legislative coordination organizations and insufficient radiation capacity of core cities.Based on the concept of system theory,this paper emphasizes the guiding and normative role of the rule of law,builds a coordination mechanism between laws and policies,promotes resource sharing and exchange and cooperation,upholds the principle of democratic legislation,and establishes cross-regional supervision and enforcement mechanisms to enhance the awareness of the regional system and form synergistic effects,so as to promote the better development of collaborative legislation in urban agglomerations.
