The Tang Government's Management of Watermill in the Central Shaanxi Province

Abstract:Watermill was a kind of advanced agro-processing tool in ancient China. It was especially widely used in the Tang Dynasty. In order to make huge profits,privilege groups in the Tang Dynasty rushed to occupy waters and set its benefit.Excessive operation of watermills resulted in a conflict of process water and agricultural irrigation water. To ensure agricultural irrigation water and preserved normal agricultural production order,the Tang government adopted a series of administrative measures and set some provisions in Shui Bushi.Tang govern?ment tried to manage watermills from administrative and legislative ways.However, due to the resistance of the privileged class, all these works failed to achieve long-term results.A long-term supervision and management mechanism failed to set up .Eventually,Tang dynasty gave up the controlling the operating of watermills. .
